In the third vision Zechariah sees a man with a measuring line going out to measure Jerusalem. He is told the city will be so full of people and cattle that it will spill beyond any walls, for God Himself “will be to her a wall of fire all around, and I will be the glory in her midst.” The chapter calls the exiles still in Babylon to flee and rejoices that “many nations shall join themselves to the LORD in that day,” becoming His people, while He dwells among them.
