The LORD challenges Jeremiah to find even one person in Jerusalem who does justice and seeks truth, that He might pardon the city, but the search is fruitless, for both poor and great have broken the yoke. Because of astounding, ungrateful rebellion, a people who do not fear the God who gives the rains and harvest, judgment is certain.
