The chapter opens with a call to return, “Come, let us return to the LORD... after two days he will revive us; on the third day he will raise us up,” but the people’s love is exposed as fleeting, “like a morning cloud.” God declares His true desire: “I desire steadfast love and not sacrifice, the knowledge of God rather than burnt offerings,” yet Israel has broken the covenant.
