The Levites, landless by design, are given forty-eight cities with their pasturelands scattered through every tribe, so that the ministers of God dwell among all the people. The chapter closes with the great refrain of the book: the LORD gave Israel all the land and rest on every side, and “not one word of all the good promises... had failed; all came to pass.”
