God contrasts Israel’s deceit and reliance on trade and alliances with the example of their forefather Jacob, who “strove with God” and wept and sought His favor. He calls Israel to “return to your God, hold fast to love and justice, and wait continually for your God,” recalling that it was the LORD who brought them up from Egypt.
