The adversaries of Judah offer to help build, but Zerubbabel refuses their compromised aid, and they turn to discouragement, intimidation, and legal sabotage. The chapter surveys such opposition across several reigns, including a letter to Artaxerxes accusing the Jews of rebellion, which brings a royal order to stop the work. Through hostility and slander, the rebuilding of the house of God is forced to a halt for years.
