God speaks tenderly to the mountains of Israel, promising to restore, resettle, and make them fruitful, not for the people’s sake but for the sake of His holy name, profaned among the nations. He pledges to cleanse His people, give them “a new heart” and “a new spirit,” removing the heart of stone, and to put His own Spirit within them so that they walk in His ways, the promise of regeneration and the new covenant.
