God pronounces woe on the “shepherds of Israel” who fed themselves and neglected, scattered, and abused the flock. He declares that He Himself will search for His sheep, rescue them, bind up the injured, and feed them, and will set over them “one shepherd, my servant David,” His prince, making with them “a covenant of peace,” a promise fulfilled in Christ, the Good Shepherd.
